Continuing Education: Public Librarian Certification

South Carolina State Library provides continuing education, staff development and training courses to library staff and public library trustees throughout South Carolina.

Certification for South Carolina librarians aids library boards and librarians in selecting competent personnel and gives the taxing bodies assurance that public funds are spent for quality library service. The Certification Program for South Carolina Public Librarians was formalized in 1962 and is governed by State Law (Code of Laws of South Carolina, 1976, Vol. 26, Rules and Regulations R75-2). Certification ensures upgrading of the public library profession in South Carolina over time.

The certification program applies only to persons currently employed in full time positions in South Carolina public libraries.

Four types of certificates are defined: Professional, Provisional Professional, Pre-Professional and Provisional Pre-Professional.  

The Professional Certificate

The Professional Certificate is issued to certification candidates who are graduates from an accredited undergraduate college or university, who have a degree from a graduate program of library study accredited by the American Library Association, and who are currently and have been employed in a professional full-time position in a public library for at least three years of continuous service.

PROFESSIONAL

 

The Provisional Professional Certificate

The Provisional Professional certificate is issued to certification candidates who possess the MLIS but have fewer than three years of continuous full-time professional experience in a public library. Although the Provisional Professional certificate is valid for four years it can be exchanged for a permanent Professional certificate upon completion of three years of full-time public library experience.

The Pre-Professional Certificate

The Pre-Professional certificate is issued to certification candidates who have satisfactorily completed a bachelor’s degree in a college or university approved by an agency of more than statewide standing and who have completed no fewer than 18 semester hours of coursework in an accredited MLIS program.

The Pre-professional certification is renewable after 5 years of continuous full-time library experience and completion of 6 hours of additional academic credits. If both conditions have been met, the certification becomes permanent, so long as the holder is continuously employed in a full-time public library position.

The Provisional Pre-Professional certificate is issued to certification candidates who have completed a bachelor’s degree in a college or university of recognized standing. This certificate is valid for three years.

PARAPROFESSIONAL

Renewal

The Provisional Pre-Professional and Pre-Professional certificates are renewable. It is the responsibility of the applicant and the library board to request renewals before the expiration date. Renewal blanks may be obtained from the South Carolina State Library and should be filled out ad returned, together with the certificate to be renewed, to the South Carolina State Library prior to the expiration date.  

Reciprocity

A library employee’s certification which has been issued by another State Authority and is current and in full effect shall be endorsed, so long as it meets or exceeds the standards of the South Carolina State Library, and the holder of the certificate has no fewer than three years of professional public library experience, one of which has been within the three years prior to the request, or the applicant can submit evidence of the satisfactory completion of a refresher course.
